Who - Government in several states & People who wear baggy pants.
What - The "saggy pants" fashion that started in prisons that reveal your underwear or your bumbum is starting to make people mad, soon they will face a 6 month jail time and a $500 fine.
Where - The fine & jail time is in a few select cities in Louisiana. Atlanta is starting to enforce it, and Trenton, New Jersey will just give a fine.
When - Now
Why - People are just about fed up with getting mooned & think it is starting to impact elementary school kids distracting others.
